These plates are "officially" issued to owners of repair shops/garages, to be used to pick up vehicles to be repaired, and to "test drive" vehicles that are under repair or have been repaired. 

In actuality, they use them to drive vehicles without registering them "officially" with the state.

First issued in 1960.  Still issued.
